What changed with the Libro IVA Digital, and how does a travel agency file VAT?

A VAT-registered agency files VAT through IVA Simple, form F. 2051 in ARCA's Portal IVA, which comes pre-loaded with the invoices issued and received. The Libro de IVA Digital of RG 4597 now applies to VAT-exempt taxpayers. A Monotributo agency pays its monthly fee, which already includes the tax, and is outside VAT returns.

What happened to the Libro IVA Digital?

The Libro de IVA Digital (RG 4597) was the electronic register of purchases and sales that VAT-registered businesses filed each month in the Portal IVA. In 2025, ARCA changed the scheme with two resolutions:

  • RG 5705/2025 created IVA Simple: VAT-registered businesses work out and file the tax with form F. 2051 in the Portal IVA.
  • RG 5707/2025 amended RG 4597: the Libro de IVA Digital now applies to VAT-exempt taxpayers.

IVA Simple was optional for the June to October 2025 periods and has been mandatory since the November 2025 period.

How does IVA Simple work?

The return has two parts: the electronic record of transactions, with the invoices issued and received that ARCA already holds, and the tax calculation, with the withholdings and collections already reported. The agency reviews what is pre-loaded and can add, change or delete transactions by hand or by importing a file.

That is why it matters so much that purchase invoices are recorded correctly: the input VAT comes from the vouchers the agency received and validated.

What should you check before filing?

  1. That every invoice issued in the month is authorized, with its CAE, and that each credit note matches a real invoice.
  2. That suppliers' invoices exist in ARCA and match what each supplier reported (voucher verification).
  3. That input VAT on purchases used for both taxed and non-taxed transactions is apportioned.
  4. That the period's withholdings and collections suffered are entered.

What if the agency is under Monotributo?

A Monotributo taxpayer pays the monthly Monotributo fee, which includes the tax component, and is outside VAT returns. It still pays to record sales and purchase invoices: they are what shows whether the agency is still within its category.

How does Tripwise handle it?

Tripwise builds the VAT sales book from the invoices the agency issues and the VAT purchases book from its suppliers' invoices, which come in with AI from a PDF or a photo and are verified with ARCA. It shows the creditable input VAT and the apportionment, and it exports the TXT in ARCA's record layout, tested in the Portal IVA, plus Excel and PDF (VAT books).

The external Accountant role opens only Finance, with both books, their exports and the purchase-invoice upload: the accountant works with the agency's data from a user of their own.

FAQ

Libro IVA Digital and IVA Simple

The questions we get most on this topic.

If the agency is VAT-registered, it files through IVA Simple (F. 2051) in the Portal IVA, which comes with the transactions pre-loaded: the Libro de IVA Digital now applies to VAT-exempt taxpayers (RG 5707/2025).

Verify it: if ARCA holds different data or has no record of it at all, ask the supplier to check it before claiming its input VAT.

The period's invoices issued and received, already verified, with the detail of rates, collections and input VAT. If the accountant has their own user in the system, they can download them directly.
